"Beijing <regulations of real estate sell at marked price> the implementary details"

Article 1.  in order to regulate the price of real estate sales, build and maintain an open, fair and transparent market price order, protect the legitimate rights and interests of consumers and business operators.according to the "Price Law of PRC", " regulations of goods and services sell at expressly marked price "released by the original State Development Planning Commission ," Article 2 .real estate development enterprises and intermediary service organizations (hereinafter referred as property developer ) in the administrative areas of the city,sell new commercial residential building , stock housing, should  provide expressly marked price in accordance with relevant regulations and rules .

Article 3.price administrative departments of City and county government are in the management of marked price of real estate , the price supervision center and inspection department in charge of supervising and inspecting the implement of commercial resident housing sell at marked price in its administrative area.the price administrative department of  Municipal government is responsible for providing measures the marked price of commercial residential building .and to guide and coordinate the relevant work .
Article 4.property developer should observably place the price tag, price lists and price manual in the real estate trading place , meanwhile shall use electronic information screens, multimedia terminal or computer search, etc. methods to mark price clearly.taking a variety of measures to mark the price ,and the content of the price tag should be consistent ,marked price should becomplete, the price should be true and clear, writing should be clear and lable should be eye-catching.
Article5. real estate developing projects which has aquired pre-sales permit or has completed the registration of house proprietorship ,property developer has to announce all the available saling housing within the time prescribed by the housing construction administrative department .selling their commodity in accordance with the declared marked price
Article 6.property developer should place price tag or posted price list observably in the trading place or put up price list, indicating the following content clearly :
1.title of Development enterprise,name and location of shalltavil , nature of the land, plot ratio, landscaping ratio,and the ratio of parking spaces.
2.sale situation and state of each set of on sale commercial resdential building, building number, floor number of the building, room number, room building area ,unit price per square meter of room building area ,total price of each set
3.underground parking spaces on sale, shall marked area and total price of it
4.any preferential discounts and the discount rate condition of purchasing commercial resdential building should be marked.
5.when selling stock housing, specific areas , starting and ending years of land useing, structure, type of flat, area of structure, selling price, department services and fees should be marked.
6. service monitoring telephone and "price report telephone: 12358 should be marked
Article 7.  the property developer should use the form of the housing price manuals, clearly indicating the following:
1. the approved number and approved date of "construction land planning license," "state-owned land useing right certificate ", "construction project planning permit," "Construction Permit", "pre-sale permit"
2.type of flat ,height of each floor,construction area,room building area,shared construction area.
3.the title ,the service content and charging standard of pre-estate management enterprise.

5. Constructional Structure ,the decorated status and the supply of water ,electricity ,gas ,heat ,communication and other support facilities of the shalltavil.
6.The charging item and charging service standard , such as commercial residential housing transaction and transfer of property right.collection service should marked as a optional choice.
Article8..as to the sold out newly constructional commercial residential building,the property developer should marked it observably.sold out stock house ,property developer should withdraw the relevant information in time.
Article9.the operators should not raise a price on the marked price,shall not charge any fees that not marked .
Article10.price information that property developer propagandaed in advertisement , and instruction manual of the project,sales recommendation,or  notice,announcement ,bulletin make a promise to the advertisement shall be true, accurate and rigorous
Article 11.The property developer who don't implement the regulations of marked price,or cheating by using the form of marked price and measure of  price ,.the price administrative department of the Municipal government and county government will implement Administrative Penalty according to law,regulation and rules,such as "Law of PRC Price ", "administrative penalties of illegal price ", " regulations of  implementing goods and service sell at marked price," "the regulation of prohibiting fraud price."
article12. These Rules shall be interpreted by the Municipal Development and Reform Commission,  shall come into force from May 1, 2011
